Short-Term Rentals: Mandatory CIN and Safety Requirements

 

 

Starting November 2, 2024, new regulations for short-term rentals come into effect, requiring property owners to obtain a National Identification Code (CIN) and comply with safety standards to avoid fines of up to €8,000.

On September 3, 2024, the Ministry of Tourism published a notice in the Gazzetta Ufficiale  announcing the activation of the National Database for accommodation facilities and the Ministry’s online portal for the issuance of the National Identification Code (CIN).

Key points:

  • Property owners must apply for the CIN through an online portal by providing property and safety information. Local identification codes (CIR) will be converted to CIN,where applicable.
  • Safety requirements include functioning gas and carbon monoxide detectors, and portable fire extinguishers installed per floor and space guidelines.
  • Fines range from €600 to €8,000 for violations of safety or CIN requirements.

Meeting these safety requirements is a prerequisite for obtaining the CIN. Compliance with safety standards by November 2, 2024, is not only necessary to avoid penalties but also to secure the CIN, the absence of which is also penalized.
